This page provides information on passengers who are denied boaring on flights not Caught under Regulation EC261/2004

Some countries, such as the United States, have regulations similar to EC Regulation 261/2004, which set out passenger rights for denied boarding. But where there are no specific regulations, as with cancellations, you might be able to claim for "damage occasioned by delay" under the Montreal Convention.
